Text: I earned my Masters degree in Public Administration finally after 10 years of public service.I was a hell raiser in one of the East Bay cities. I never earned the title of "Gadfly" because I actually got elected. I have had similar experiences and have known people who have had their car impounded and so on. What I suspicioned I found out was true. The governnment wants to get its hands on absolutely every dime they can. The Democrats and Republicans play this game about how each one spends less or more, depending on what their cause is. Democrats-welfare, Republicans-police,military, corporate welfare. But in many cases the Republicans spend more i.e. IRAQ, even though they are "fiscally conservative". Since Prop 13 in 1978 the CA. Government has been whining about not getting enough tax revenue even though the States' own studies showed revenues are up. When taxes, especially Property tax increases go on the ballot the Proposition usually goes down except for a few select issues. As a result of this behavior by taxpayers, government is relying more and more on fees. Anywhere in the neighborhood of 20-30% of their revenues.As far as the behavior of the Police and their crime fighting skills, it isn't always that good.(I also took Criminology) In most Cities' budgets, the Police always have the biggest slice of the pie. As far as their efficiency it hovers any where around 15-20%. Generally speaking only 20% of ALL crimes are solved on average throughout the US. These are called Clearance Rates which can be found by contacting the Ca Attorney Generals Office web site or the California Judicial Council web site.This is the real world we live in.God help us all.
